Terms of Reference for Housing Finance Specialist – Peru

Through the Terwilliger Center for Innovation in Shelter (TCIS), Habitat for Humanity International has generated evidence, tested innovative business models, and built partnerships that connect housing finance with quality construction services. As these efforts move toward broader adoption and scale, there is an opportunity to strengthen collaboration with financial institutions, policymakers, investors, and other ecosystem actors to expand sustainable housing solutions. 

Based within the Peru Shelter Venture Lab and supported by TCIS’ Global Housing Finance Systems Team, this role will manage strategic partnerships that expand access to housing finance for low-income households and construction MSMEs. Building on existing evidence and pilot learnings, the consultant will support the adoption of housing finance solutions and business models that improve housing quality while strengthening the supply side of the affordable housing market through greater access to finance for construction MSMEs. 

Objective of the Assignment
The objective of this assignment is to support the development and scaling of housing finance solutions that contribute, directly or indirectly, to families’ ability to build safer, better-quality homes, and to construction MSMEs. Construction MSMEs are included as a strategic focus because they play a critical role in the delivery of quality housing improvement services and represent a key supply-side constraint in the housing ecosystem. 

Key areas of focus include: 

  • Expanding the bundling of construction services and financial services to improve housing quality and reduce risks and costs for families. 
  • Strengthening partnerships across the housing finance ecosystem. 
  • Generating evidence to support scale and adoption. 
  • Supporting public and private sector initiatives that increase access to quality housing.  
  • Strengthening access to finance and business development opportunities for construction-sector MSMEs that contribute to housing improvement and construction service delivery.

Qualifications and Experience 

  • Advanced degree or equivalent experience in economics, finance, public policy, urban development, architecture, engineering, or related fields  
  • 10+ years of experience in financial inclusion, housing, market systems, and/or public–private initiatives  
  • Strong understanding of Peru’s financial and/or housing ecosystem  
  • Proven ability to build and manage strategic partnerships across sectors, especially the financial one 
  • Experience managing portfolios and translating strategy into implementation and results  
  • Experience designing or supporting solutions for low-income populations  
  • Ability to connect financial mechanisms with housing quality, risk reduction, and household decision-making  
  • Strong communication, facilitation, and stakeholder engagement skills  
  • Fluency in Spanish and strong working proficiency in English
